Nearly all BLM managed land is located in 12 western states and much of it is arid or semiarid. Because of the way that public domain lands were disposed, reserved, and transferred, however, BLM lands are often scattered and disconnected parcels, sometimes making effective management and even access challenging. The Supreme Court of Appeal (SCA), has resolved an uncertainty with respect to the Subdivision of Agricultural Land Act 70 of (the Act).
